Why it matters

Rain does not change much; the ground it lands on does. When permeable ground becomes roof and paving, the same storm produces more runoff, and the difference shows up somewhere downhill from the parcel that changed.

Monthly precipitation and scenario-based runoff for permeable ground, the prior two-family pattern and a new-zoning constrained site.

How it is measured

Rainfall comes from the published climate normals, not from a model. Runoff is a scenario: it compares stated ground conditions and is labelled as an assumption rather than a measurement, so it never enters a factual total.

Measures

This tracker asks two questions about one piece of ground: how much water falls on it in a normal month, and how much of that ground is left to soak the water up. The first now has a published answer, because NOAA's climate normals include a station inside Cambridge. The second does not, because the share of a lot that must stay permeable was rewritten when the Zoning Ordinance's open-space standards were replaced, and the consolidated text carrying the answer has not been published where this page can read it. So one volume figure resolves, and every retained, runoff and sewer figure names the office that will supply it instead of estimating it.

The water content of this snow is already counted inside the precipitation normals, so adding snowfall to precipitation double-counts, and reading a month's snowfall as if it were that many inches of water substantially overstates the water. The ratio needed to convert it is unpublished for this station and is refused at T02-M06. This station is separated from the Cambridge station by the distance stated at T02-M05, and its figures describe Boston Logan, never Cambridge.

Wind, evaporation, interception by vegetation and snow drift are not modelled and would each reduce it. Reported to the nearest hundred gallons because the lot area is an assumption and the depth is a thirty-year average, so finer precision would be false.

The only arithmetic performed
This tracker computes one identity: a depth of water over an area is a volume. It performs no hydrology. There is no peak flow, no design storm, no return period, no duration, no hydrograph, no pipe or basin capacity and no flood depth anywhere in this module, and no type here has a field that could hold one.
How a gap spreads
An output takes the weakest state among its inputs: a gap in any input makes the output a gap, and an assumption in any input makes the output an assumption. This is applied by a function rather than by hand, so the retained, runoff and sewer figures cannot be filled in without first resolving what they depend on.
Two stations, never mixed
Rainfall comes from a station inside Cambridge, found by a bounding-box search of the normals dataset. That station publishes no snowfall, so snowfall is shown from a named station elsewhere and is labelled as that station's. The separation between the two is stated as its own measure rather than as an adjective, and no figure from one station is presented as the other's.

It does not interpret the effect of an amendment, does not say what the rule is today, and is not advice. That is why the question of what permeable share applies today is left open here rather than answered.
Why there is no single number for a piece of ground
Each ground condition is shown as four separate slots. Combining them would produce a figure that looked like a finding while resting mostly on gaps, and the gaps are the finding. No score, index, rating or grade is computed anywhere in this module, and none can be, because nothing here returns one.
